Constitution in Armenia not valid, opposition figure says

The Constitution in our country has been left far behind of the legal, political life of the state with the authorities remembering about it only when they need it, Gagik Jhangiryan, member of the task group that worked out the Constitution, adopted on July 5, 1995, said speaking to Tert.am.
 
"In the rest of the cases the Constitution is not treated seriously, just like the day of its adoption is not treated as a holiday," he said.
 
According to the opposition figure, no constitutional norm is acting de facto in Armenia, all the institutes of the Constitution are breached – Armenia is not a social state governed by the rule of law, human life, property right are not protected here. In Armenia the power does not belong to people.
 
Jhangiryan stressed there are at least ten unrevealed murders, people are unemployed, citizens are not equal in front of the law.If the Constitution is not valid in the country, neither the laws adopted on the basis of the Constitution are effective."When the Armenian National Congress forwards the issue on restoration of constitutional order, it means that we want the Constitution to enter into effect," he said.
 
According to him, after the adoption of the Constitution the main anti-constitutional acts were decree of Armenia's second president Robert Kocharyan on emergency situation on March 1 to engage armed forces and the "Legal Emergency Regime" law adopted by the National Assembly which Jhanigiryan said was an attempt to give a legality color to the engagement of the armed forces.
