In the years since Darko Saric became the public face of the international cocaine trade to Europe, a more mysterious, apparently more legitimate businessman has lurked on the sidelines. Now, an OCCRP investigation looks at Montenegrin businessman Rodoljub Radulovic, his failed businesses, allegations of fraud, massive debts from Russia to Miami and, for the first time, international law enforcement documents naming Radulovic and Saric as leaders of a sprawling narcotics empire.
