Minutes ago Hovannisian's "Victory Tour" made an unexpected stop in Aparan on the way to Vanadzor.
He was immediately surrounded by local residents and an impromptu conversation took place on the street.
A policeman approached and told Hovannisian that he had no authorization to hold a public rally.
Citing the applicable law, Hovannisian told the cop that he wasn't organizing any rally and that residents had merely come to meet him.
