Decision 2013: Hovannisian campaign protests start of ballot recounting without prior notification

The campaign headquarters of opposition presidential candidate Raffi Hovannisian, who claims victory in the February 18 election in which incumbent president Serzh Sargsyan was declared winner, has accused the Central Election Commission (CEC) of launching a recount of ballots at a number of polling precincts, without proper notification.

The recount was started based on complaints of fraud by Hovannisian, who says the CEC must stop the process and start it only after notifying the candidate's headquarters and after the arrival of Hovannisian proxies, journalists and observers to the precincts in question – as is prescribed by law.
