Less is Better: Local government plan aims at increasing public involvement

The 16-year-old system of local government in Armenia is well-established as an institution, experts and governors say; however the viability of communities and passive participation of the population remain to be some of the main challenges.

"Citizens should not only have the right to express their ideas and viewpoints, but also a real chance to develop and implement them. Unfortunately, as a consequence of certain historically developed traditions citizens' active involvement in our public life is hardly ever the case," said Vayots Dzor governor Edgar Ghazaryan during the open public discussion on Local Government Reforms and Issues held at the Caucasus Institute.
