Executive Summary
In spite of democratic principles prescribed by Armenia's constitution, the electoral process has failed to provide a means for free and fair formations and/or changes of the political power. Elections in Armenia are typically accompanied by a number of violations that call into question the integrity of the administration of the process and the legitimacy of the outcomes of elections. There is an urgent need for Armenia to reestablish public trust in the legitimacy of the government in order to ensure the success of its political, economic and social reforms and rehabilitate its reputation as a democratic country. As electoral violations, among other factors, are caused by the deficiency of the Electoral Code, it is critical to introduce certain amendments to this legal act before presidential elections of 2013.
