Ruben Hayrapetyan, an affluent businessman with links to the government, was not on the premises of a restaurant owned by his family when three military doctors were being beaten by security personnel, according to the Armenian Police.
One of the men, Vahe Avetyan, died in hospital of his severe injuries late last month.
Hayrapetyan had been interrogated as a witness in the case.
At a press conference on Tuesday Arsen Ayvazyan, the head of the Police's Chief Investigative Department, said: "Ruben Hayrapetyan was in Sevan that day. He visited the Harsnakar restaurant compound at 7:30 pm and stayed there for about 30 minutes. He then went to the Football Academy situated nearby."
